I'd recommend using this mod (Inventory for All Units (3 Slots)) as a base and then add in the Heroes of Legends units. It's basically just copying, renaming, and moving around some files. Send me a message if you're having trouble and I might be able to help you out.

Warp talons can enter in and out of the warp (their claws can slice between dimensions) and strike where they're least expected.
Remember to take your time, a rushed product is a bad product.
Thank you very much for the list of units. I'm still new to the 40k verse, so the info is much appreciated. I agree with your assessment of the hero units; it would be redundant for them to have teleportation. As for the 3 normal units, I think I could whip you up something in the future . . .
SM: Terminators
CSM: Obliterators
Orks: Big Mek, potentially normal meks.
Eldar already have their webway travel mechanic and warlocks (gate of infinity).
Necrons have their dimensional corridor ability, which allows all infantry and heroes to teleport to cities or monoliths.
IG and Ta'u canonically have no units that can personally teleport with the sole possible exception of the Primaris Psyker.
Tyranids have no need for it since they can make underground tunnels.
I could list the heroes too, but considering they can get the dimensional key in the vanilla game, it would just make that item redundant for them, unless you give the personal teleports a reduced range.
I thought about making a mod just for allowing certain units to teleport, but I ended up compromising with the idea for generic unit inventories and the Dimensional Key item. My reasoning is that I'm trying to keep the mods wide in scope, and applicable to all the factions/races in the game, keeping it somewhat "balanced" so as to not alienate any faction/race fan-base. I've got some other unreleased mods that I use that do similar things, as well as some other interesting abilities I cooked up for specific units, so it is indeed possible. Who knows, maybe someday I'll get to it, just got a bunch of other mods in the pipeline. Speaking of which . . .
*Teleport ability for terminators, obliterators, and possibly other units that canonically have the ability to teleport. For powerful units like the two i mentioned it could be a tier 9 or 10 research.
*Level Increase (normal unit version): Increases the level/experience cap from 10 to 15, could also add alternative versions like 20 or 30.
*Level Increase (hero unit version): Self-explanatory, same as the one above, but for heroes.
