Just so you know the Destroyer seems to de-spawn when you get too far from it. The others might do so as well, I don't know yet.

I don't own CityScaper, I barely even know what it is, and I'd rather not make this reliant on mods that add content like that.

You should include this into CityScaper as an addon, so you dont have to spawn it with cheats.

I believe you also need to select a valid location for the module on the right.

Do note that the Modular Fortress may cause your game to crash due to an issue it has.

It's spawned the same way as the other vehicles, with a vehicle controller.
You expand it by interacting with the core.

Rusted Warfare's Flying Fortress is quite different from this one, quite obviously
if any inspiration at all was taken, it is the name alone
I like Supreme Commander's units more

only took completely remaking the functionality of an item grid

Now I see the problem. It wasn't that I couldn't interact with it, it was more so that it was unclear that you have to click the area you want a module to come off of when in the menu. Sorry about that. Now I got it figured out.

It's more particularly interacting with the core opens it and then closes it. If memory serves correctly too, I also get put into the control seat when I attempt to do so.

Try interacting with the core
if that still doesn't work, check game's local files/storage/starbound.log and see if there's anything related to "core.lua", "module.lua", or "modularfortress.lua"

there's also a very serious bug with module placement that occasionally causes the server to consume basically all system resources, effectively freezing the whole system, and I have no idea what's causing it

I think the modular fortress needs to have some fixing or it's a issue on my side. I can't seem to access the module menu for it.

I really like that it seems the inventory is saved for the flying fortress when you put it away, I might try to use this a lot with friends

it despawns if you leave and come back

they do despawn when you leave them

spider fortress has 50000 health, flying fortress has 250000

It is unfortunately not possible to perfectly perform moving things in an efficient way, simply due to how the game works. It might be possible to make moving tiles, but that'd still be pretty inconvenient and probably pretty laggy too

I was actually thinking about something like this but instead a flying vehicle that has self defense turrets that auto target enemies, while having a function to go into the "interior" to have the functions of a ship but on the move, instead of like how the game ports you back to the planet start, I really like this tho as it gets close to what I'm looking for, a wholey mobile base that I can bring to the planet's surface
