I Know I probably won't get a response and that is fine but does this only change like the Voice of the Tank or does he have the footstep audio changed as well? just asking is all hope this wasn't to stupid of a question

Not sure why it would happen considering Format, length, bitrate, channels are the same

works fine for me try snd_rebuildaudiocache and then snd_updateaudiocache maybe

Sound still has high pitch clipping in it.
