That's possible. I may further balance it according to my experience and other users' feedback. The game updates may also play a role here.

Yeah, exactly, that was the idea, to avoid spamming Lenin statues on every corner. As for balance, I will play with them for a while and we will see. For now, they have a strength of 1% (the worst vanilla monument has 2.2%) and a radius of 50-60 m (the smallest in vanilla is 65 m). There was some feedback to increase the range but lower the strength.

I like them as monuments. I haven't check yet but I hope they're not overpowered. Good choice for people who don't want to have red stars and Lenins everywhere. Thanks.

There already are many kiosks in workshop which work as culture buildings. Moreover, monuments increasing loyalty give more incentive to build many of them.

Please make different types and categories of kiosks so that you can enliven the squares with citizens on the way to them. There is a great lack of variety of kiosks
