This mod is for horde factions, you have no settlements.

I did see the files relating to that, it probably can be done. It's in the regular data.pack in the non db data folder under scripts. There is a good chance there are db files too, so you would just have to narrow down anything with reinforcing hordes and take Penthesilea out of it or set it to false. The faction is dlc so at least it's kind of easy to isolate her stuff, she has her own scripts more or less for each mechanic all bunched up next to each other.

...So she'll be more OP? jk. Completely unrelated, but do you think there's a way to allow penthesilea's armies to reinforce each other via lua? I'm not uninitiated with editing db files (which, I admit it is basically the tutorial mode in TW modding) and got nowher, and wondering if anything can be done that way.
