Not sure why, but turns out the lag fixes itself when you download this mod additionally to this one https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2952358100

Good mod, but when you enable this, the game freezes for a second every time you shoot any combine unit except the metro police.
