I’m pretty sure this cosmetic is ment to refer Sly Cooper from the Sly games(Thats atleast i think of when seeing this item)

Soldier may have raccoon cosmetics. But he dosen’t exactly match the character and personality of Sly Cooper himself. Spy fits better on that one.

My bad, I do obviously see differences such as the hat being more bombastic and a scarf being added. The matter is simply that they are still similar and could be seen as the same cosmetic. Even if you're version is an improvement

It should be for soldier as well. He has raccoon items and Spy doesn't.
