I know it can be loaded from the mission editor. Must have messed something up. Another thing to add to the patch. :)

I was using it as env mod. Was it supposed to be spawned from the addon menu

I can upload the vehicle file once I fix the power system, sure. Just make sure in the event that you re-upload that you credit the original design

As for the lag, its a multi-grid environment mod. It is unfortunately going to be laggy for a wide range of reasons, though when I rework the power I will try to optimize it the best I can.

Quick disclaimer for anyone who's downloaded this, the power system meant to keep this thing active got deleted in the process of making this. I will add it back in at some point, but please make sure you have infinite power turned on for the time being!
