New player. Confused. Is this a premade store with items, or my own personal store?

I figured out why I couldn't craft the agency agreement the Quill and Ink has the same interface as the C menu and the crafting recipes don't show up unless none of the tabs are selected.

How do I get the Agency Agreement item's? I have the Contract Machine and the Quill and Ink but the crafting list is empty.

Lemme rephrase that; I'm able to put in the store contract station just fine, but when I interact with it, it shows an error message

Is it safe to uninstall? Also, which mod ads Cosmetic Clothes shop?
