You should either look into NO STEP BACK's code and change things related to logistic routing/dispatching, or wait for some other modder to release a mod for improving this, or speak to paradox in their official forum.
Otherwise this is a good mod that reduces the major supply issues seen after the No Step Back update.
For example, you can make a .lua file with a random name, then write something like this: "NDefines.NProduction.MAX_CIV_FACTORIES_PER_LINE = 20". Then it will simply change one variable and leaving the others intact.

Here is the exact changes I made to the supply definitions. Left side is the base game, right side is the mod. The mod buffs both terrestrial supply and supply like hubs, ports, and railways. You could certainly test to see if that bug still persists in the base game.

-Your supply in Congo is now divided by a big amount because the supply came from sudan/egypt (what else maybe neutral turkey then axis europe i don't know cause i've close to ship all mediteranean sea)
-Then you have an useless harbor lvl 10 in Congo cause the supply refuse anymore to come by ship but by a creapy railroad and half world distance, and there are nothing you can do against that
Conclusion : Is there exist a fucky way to prioritized the sea supply? It will be a perfect move because we could forbidden access to different area sea supply, but not terrestrial.

I would like discuss with you about a problem that i don't know if it could be fix ( i don't made complicated mods on hoi4 for the moment)
=> Supply looklike be terrestrial prioritized, and it's a big problem when mainland railroad and infrastructure are low or broken.
Exemple :
-You play Belgium/netherland facist and have an harbor lvl 10 in Congo with infra max and railroad max and a logistic node. Supply is good by ship from Holland harber lvl 10, convoy are safe everything good.
-Your dumb friend on France make a railroad lvl 1 from italian sudan that took egypt also to Congo harbor by center/west africa.
