He used Hammer World Editor, which you need to install the tool Portal 2 Authoring Tools Beta.

also be sure to set them to start enabled or they won't work
Be sure to place the yellow line at the top view at the side you want to walk in
I made a PeTI map with 2 serperate rooms, previewed it, opened console, typed : "puzzlemaker_export" and the name I wanted it to have and pressed enter.
Next I exited Portal 2 and opened Portal 2 authoring tools beta. I there I opened the map and placed linked_portal_doors. all that needed to be done next was naming them and connecting them to each other...
