Found a bug - combining Quality 1 (-33% air equipment) with the airforce spirit Dive Bombing (-75% CAS) result in impossible to upgrade the CAS-planes. Cost is too low, as in less than zero.

This ruins the current meta actually...

@Soul_XP AI can get these all buffs except Diplomatic 9 and Diplomatic 10 which is -10% Resources to Market

I really like these changes, especially exp gen affecting all three branches.

Wish there was a way to tell if the AI has any of the buffs.
