If it's broken, fixing it would be difficult as I no longer remember the exact mix used, and it would take a surprising amount of work to rework the theme mix all the way up to re-publishing it.
TLDR: Not sure if it works, to my understanding it should be ok. If it's broken, I most likely won't be updating it as it's quite a workload to fix it.
The reason there won't be a different version of the map on the workshop is the required work to replace the roads in a sufficient quality to my standards as this map uses the node controller and thus remaking the interchanges is rather laborious if you want to preserve the smoothness. Same applies to the intersection markings that are in place. On top of this, uploading the map to the workshop takes up a surprisingly large amount of work in itself too.
TLDR: If you're willing to put in a little work yourself, it's doable but unfortunately there won't be a different version of the map on the workshop.
In any case, I unfortunately have no more tips to give out other than just either trying to troubleshoot the issue by removing mods or assets to see if the issue resolves itself or just simply letting the city / game progress and see if there's just something holding the out-of-city ship traffic back - for example, perhaps there's some requirements for some industry sizes or something like that to start spawning in the ships. I'd also try increasing the shipping budget to the maximum for an extended period of time to see if it makes a difference. Some policies might have an effect too. I hope the issue resolves itself!
here is a screenshot of what I describe. I also have a vanilla port asset but that hasn't spawned any ships yet.
Kuulen kyllä

These are my mods i think one of them might be incompatible
First off, thank you and kudos to you for providing the picture! It's always easier to get a grasp on the issue at hand when there's something to go off from.
Unfortunately though, I've never encountered or seen before the issue which you're having, and I'm afraid I don't have too much to offer in terms of help. I'd suspect a mod incompatibility though - can you reproduce this issue on another map with the same selection of mods active? In any case though, unfortunately I don't have any tips as to which mods in particular could cause this kind of behavior in the game.
If you can reproduce the issue reliably (i.e. happens every time), I'd start troubleshooting by removing one mod at a time and checking back to the map if removing a certain mod has fixed the issue or not. I'd also test it on a fresh save game to rule out the possible issue of a somehow corrupt save-game. I hope this helps in some way!

Visual mods to achieve the same look as in the screenshots:
• LUT: Relight 3 Average
• Daylight Classic (all to classic)
• Clouds & Fog Toggler (disable clouds and edge fog)
• Road Colors Changer ++ (change the road tone to a slightly darker tone)

@Richard Sweat, If I understood the explanation correctly, the texture you're looking for should be the ruined texture. I don't think there's an option to disable the ruined texture from appearing altogether in the Theme Mixer. I suppose the solution would be to find an alternative ruined texture that suits your taste better? I hope this is of any help :)
@PianoMan023, Unfortunately I have no interest in reworking this map in any way due to other projects that I'm trying to push out of my library of unpublished stuff. Never hurt nobody to ask though! :) Maybe some of my upcoming maps will suit your taste!
@็myrar, This map does indeed leave a lot of room for detailing. The aim was to make a sort of blank canvas for people (and myself) to shape to their own liking. This way it can be played in a less detailed way as well as having room (performance-wise) for detailing work.
