Report a translation problem
I tried doing as you said but turning the gif into a JPG breaks it entierly; I think its best you make a guide on the exact process of how you do this; I think were missing a critical step here.
I'm not sure why it isn't working for you, when I put the gif into the dupes folder (remember you have to delete the older jpg - which will be called something like 3cb062e1a1a0d105225c60da0ba4edf9) and rename it, it works for me. (Remember, its not exactly called 3cb062e1a1a0d105225c60da0ba4edf9, it'll be some other random series of number.
I'll consider making a guide soon. But I'm a bit busy rn so probably not straight away.

if i save it as a JPG it breaks.
if I rename it to .jpg it wont work; i get an error and it wont upload

After you've done that, go to Steam / steamapps / common / GarrysMod / garrysmod / dupes . Here, you'll find your dupe thumbnails, find the jpg of your dupe (It'll be called something like 3cb062e1a1a0d105225c60da0ba4edf9.jpg), make sure you copy the random letters in the name of the jpg - delete the jpg and move your gif into the dupes folder. After that just rename the gif to the random letters and turn it into a jpg.
You can now publish the dupe and it'll now have an animated thumbnail.
