I was unable to confirm the bug. Are you using any other mod that changes the map provinces/states?
According to his YT channel it's just some random kid. He's not selling this mod through external sites for money, so he's free to do so for now.

Ignore my previous comment - he actually even gave me credit in the description of his mod.
it's not like my mods are monetized and I lose money or something. You're all free to use my mods or parts of them however you want. Even if you want to be a total ass and steal all of my mods without even crediting me - feel free do do so :)
There's a ton of other compilation mods like these on Steam Workshop that do that and die after 2 or 3 patches and stop getting updates.

I updated the mod - it should work now when you switch countries mid-game.
The bug seems to be the unintended effect of my script command to block these decisions for the AI (wouldn't want to see the AI changing capital cities back and forth). After the update the decisions should always stay visible, but the AI won't be able to use them.
Strange indeed. You should have seen at least Cairo, Addis Ababa, Casablanca and Cape Town as available options. i'll try to find what's wrong.
What's important is that this mod is literally update resistant. Once I add a city into the scripting and it works - it'll work until the end of support for this game. So while the toolpack needs to be updated every single time the new DLC kicks in - this mod doesn't :) Over time it will have every province capital included and possibly also include the city renaming options.
