I'm not sure what you mean by Tarot Cloth+, unless that was a typo? Tarot Cloth is included as it's an item present in the game without mods.
I'm currently focusing on other projects and I know something like that would take at least a day or so to make for me (considering all the compatibility patches). But I can help you with it, if that's okay. All you have to do is go to:
Steam\steamapps\common\The Binding of Isaac Rebirth\mods\lower chance of modded items_2708400188\resources-dlc3
Open up itempools.xml, then just multiply every value inside Weight by 2. 2 x 2 = 4, 0.2 x 2 = 0.4, and so on. Once you finish that for every item, modded items should be four times less likely to show up.

I honestly don't think it's that big of a deal. Plus I wasn't sure what to use as a thumbnail so I decded to go with the inverse of the Higher Chance mod, thought it'd be kinda cool.
I'd love to do something like that, but it's beyond my capabilities. Maybe someone more skilled in modding could do something like that.
I don't know how possible this even is, but a mod that could just let you adjust the weight of every item individually, base or modded, would be fantastic, but there are plenty of modded items I find balanced enough to be a regular part of the base pool, and then there's half the items from the Touhou mod.
