I've tried destroying the villages and killing the villagers it only maxes out at 20-40 people

Is anybody else having issues with villages populating in the upper right region of the map or is it just the game being buggy.

Just before anyone comes to say this map is stolen, this one was released on Jan 8th, the other on the 18th, the creator of the other map that came out on the 18th even says that it is not his map.
