@Fru Currently I'm trying to /somehow/ Whitelist the Cannibal traits with Raiders but I might just make it so that certain raiders are guaranteed to spawn with the Cannibal and Psychopath traits
@Fru I just tagged Royalty and Ideology as Required, to be safe, but I can remove any hard requirements in the code. While I haven't considered it before, I can add some more neutral Wasteland-themed factions to the world, great suggestion! At the moment, only human raiders show up in the raiding parties and on base-defense, but I'll work to add more creature variety in the form of attack dogs, bears, and Wargs to the spawn pools. Super Mutants are planned in another Unofficial Addon but minus the FEV and conversions because I have no idea on how to implement them via C#. On the topic of placing effigies and such, I might be able to do something like that... I'll have to look into it. I'll definitely look for ways to include Raider settlement and spawn location variety and what they bring outside of just using FCP gear
In fact I wonder if there's a mod out there already that includes more custom Faction base types. Instead of just being some buildings a base that looked more like a pre-war settlement could be nice. I.e. a base built around an old refinery, car park, city streets, etc. I know there's a mod out there that has maps spawn as ruined cities, though there's always ways that could be expanded.
Do Ghouls, Super Mutants and Robots appear with the Raiders if you have the relevant mods installed? Perhaps even going so far as to include compatibility patches for those mods and including custom skins for the Robots would be great.

I assume that Royalty and Ideology are hard requirements? Tsk, guess I'll have to wait for those to go on sale - as I've made it this far without using either with my playthroughs. :/
