Yes, it's to allow users some easy customization. Some use framework, I like to use hull as it simulates weight as well.

Question: I've seen it on a few other ships description, and now this one. What's the point of the screenshot where you show the "x-ray" of the Hull Blocks, why are those even there? Only explanation I can muster would be... user customization? Cute ship btw. Like that it has more subscribers than visitors, they didn't even need to see any more, they just knew they wanted it from the thumbnail.
