The grain was caused by resizing the texture in Photoshop. The original wasn't that rough.

I edited sparkles.vtf so the alpha channel fades out properly instead of just getting cut off at the edges of the texture. Like this. [i.imgur.com]

Does it remove or otherwise alter the textures...?
