I plan on changing Shantaes Uair and Nair. I'm hoping to change the Uair to a scimitar stab straight up but no ideas for Nair if you have any suggestions please tell me. and if there are balences you think need to be changed by specific on what those should be. thanks

A black outline would be pretty good to add since it will help visualize her being hurt by special effects like fire and poison.
The CSS portrait could quickly be edited to limit the color palette to accurately depict the colors.gml file. It's always kinda a bummer to see dead pixels that aren't used by color.gml

D-air absolutely should have the Scrouge Mcduck bounce. Going back and checking the source material I noticed that you will bounce off enemies in pirates curse. I think focusing more on the on hit bounce would help give her more interesting air combat.
Bair is so close to being pretty good. What I assume this move is trying to be is something similar to k.rool back air. You just have to adjust the timing to have a bit more anticipation and then have a bigger payoff. 2/3
I'd actually like to help on this one if possible, if not here's my two cents on some moves.
Uptilt should have a hitbox on her arm. I feel like such a pivotal move in her ground to air combo structure needs a more lenient hitbox. to hit grounded opponents you have to be inside of them for the hitbox to connect and I feel like this could be solved be just putting a hitbox on her arm rising. 1/3
