You do need to own the TLP DLC to be able to access them, of course.
Thank you for the polite comments, and have fun with your campaign!
All I can suggest in the meantime is that you go ahead and give AML another shot. Honestly in the long run it'll be am immense improvement over what you're using now, trust me. Please let me know if there's anything else I can do to help!
Either way I'll definitely try to give AML a second shot, as I have a few other mods still that are unable to boot up on the new launcher, and it's been hampering the experience. Thanks for the speedy feedback on this! I can't wait to get this up and running!
The default 2K launcher is shoddy at best and has never worked well for me, so I've just used AML for the past few years and it runs perfectly. This video I found might help you in setting it up correctly: https://www.youtube.com/watch?v=zk8XGppXslw
If that doesn't work, feel free to add me on Steam or Discord and I'll do my best to walk you through the process myself if you're having trouble setting it up. AML is vastly more convenient and practical when it comes to managing mods (at least in my experience) and I'd highly encourage you to give it a second try. I appreciate your comment and I hope I can/could be of some help!
I would use the AML like suggested but I've never had any luck in getting that thing to work as intended.
Creating a voicepack might seem like a daunting task when looking at the tutorials, but it’s actually quite straightforward and easy if you follow the instructions correctly and install the required tools for modding.
Here are the main voice modding tutorials that I used to help me along the way:
- http://timespentgaming.blogspot.com/2019/07/xcom-2-voice-mod-tutorial-walkthrough.html?m=1

Deleting shader cache is not necessary. Try doing the following:
Solution -> Clean
Solution -> Build
and that's all, see if the mod builds then.
I'm not sure where to go from here, so if you have any more advice on how to remedy the issue I'd be very appreciative.

You can also cook the mod to reduce its size by about ~15 times and improve loading time, if you're feeling up to the challenge:
