There is bugged tile called "d_location_arcadian_01_30"
When you create a new server, the default setting is to only allow players to use the world map, but not have the mini map or areas revealed. But some people would like to start with the mini map and the areas revealed so they already check these boxes on the server creation, which, is what causes the walls to be missing on a lot of the buildings in Chinatown.
So when you start the server for the first time, let the world be created with the default map options:

Then later, after you already created the world, if you want the mini map and all the areas revealed, change the settings again before starting your server and the walls should be there. So far, that's how I could fix that 100% of the times I started a new server.
