I really can't do much at the moment, and honestly, I'm waiting for build 42 until I get back on working on anything much for Zomboid.
However, if you really like it, download it and open the mod's folder and check its structure, its super mega simple, I'm sure you can figure something out and customize it to your needs! I'm sure some experimenting (disabling all other mods and enabling this one, trying to figure out whats wrong with it) will be enlightening to you, it might light some creativity flame so you can start making your own mods (this one was just a simple edit I made for customization!).
I am really burned out of PZ right now and got little to no time to mess with it - sadly.
You can also ask for one of your friends to fix it, I'm open to chat on private and help with anything - have a nice one.
It does not need Item Tweaker Api, as far as I'm concerned!
Try to picture it like this? The duffel bags are made out of that cheap plastic-like silk, and can hold up to 23kgs because when over than that, the fabric start ripping apart!
And lets say that my amazingly hand-crafted snake and bull leather skin are made to carry up to 32 kgs of golden bars that you can get from Sierra Madre Cassino.
That way it won`t be so immersion breaking.
Considering, of course, your character is He-Man and can carry loads of weight in their harness, satches in the lower back, duffel bag in the back, belt bags and their pockets - not to mention their hard-wood and steel-head sledge hammer made to break in other player bases and past through that filhty Lousville barricade!

Sorry, I really don't know how to fix that because all this mod does is to make the vanilla satchel be equipped in "back2" - nothing else.
The only way to possibly fix that would be to make an entire new mod that would add everything anew, I don't know how to do that.
Here are some ways:
There is a mod called "Satchel with Bags" without the "plus" - or even "Satchel With Bags With More Weight Reduction" (That has less buffs).
Or you can also make your own mod, its very easy!
Unfortunately no. You can always make your own mod setting to as much as you seem fit
