Well, when you think about it, it's just that everything AROUND it is just capable of 1-or-2-shooting a standard Marine that it just might as well be.
I imagine it's a similar Warf effect to the 40K Deathwing Terminators - the armor can protect the wearer from a point-blank nuclear blast, but even that gets torn to pieces by gene stealers or whatever.
