In the meantime, I recommend using this before starting any new playthrough to check if any of your maps overlap with each other.

This map works a little better if you DESPERATELY need to have the full Monmouth County untouched and a road to North Bedford, but with two caveats: 1) roads don't link up properly, however, there's no trees to block you from driving between them. 2) no world map.
This affects world cells 38x26y; 39x26y; 40x26y; 41x26y; 41x27y; 42x27y; 43x27y; 44x27y.
Try creating a new game if it doesnt work in your current.
