It might, best way to see is to use the mine, go to a different location and rest 3 days; then return to the mine and see if it's compatible.
Yes; the mines should repsawn just like the other Skyrim mines [usually between 10-30 days]. Of course, you cannot go to the mines, or the "Respawn Clock" will start over.
I am quite impressed you were able to use all the Salt, each mine should give enough Rock Salt to create 100+ Salt Piles per mine.

Heh, great, we were saying on the forum that Skyrim needs some salt mines. Just the ticket.
@wow: most salt is actually mined out of the ground. Its the dried up remains of salt lakes, ancient evaporated oceans, etc. Extracting salt from the ocean is quite expensive and labour intensive. It has to be evaporated first.
Yes, but Salt can accumulate near coasts and underground sources due to ancient oceans, or mineralization from underground/aboveground water sources, etc...

Not only are you the first person to say my mod crashes their game; but it's highly unlikely my mod can even cause crashes. I did not touch Navmesh data [so no deleted references], it is cleaned of ITMs. Lastly, I added these mines to obscue locations that many other mods do not use [Falkreath/Hammerfell Border gate; and a side of a mountain for the WInterhold mine].
I don't add any new scripts, I don't add any new meshes nor textures [well except facegendata]. This is a very basic mod.
I would say the problem is your end. Perhaps try reinstalling the mod, or use a "Load Order Tool" such as "LOOT" : http://loot.github.io/
The above tool "LOOT" will automatically order your mods in an optimized order.
It's cool, I was just giving a context of why one would need salt.
