Well, there is a tutorial here: https://teardowngame.com/modding/index.html and it may help you, I mainly started modding by myself just adjusting models and MagicaVoxel (the app you use to make the models) and just switching out models, then playing with the code slightly and now making a full car, also, the ingame level editor is one of the most useful bits of the game, you can also use it to change things about your car without going into the code of the car.

You can look at the file structure of other mods if you want inspiration, you can do this by making a local copy through the mod page, and then going into File explorer < Documents < Teardown and the mods should be in there.
