The moveset is honestly not that bad, it’s pretty good! He’s pretty fun to play as, though it does take some getting used to for his speed. (Though that’s more of a personal problem for me.)

The only real problem is that the sprite is too small for M.O.D.O.K. I’m not asking for a full re-sprite of him, but at least scale him up to be at least closer to his accurate size.

All in all, not bad at all. I’d give a 7/10, sprite could definitely use some work, the speed takes some getting used to, but the moveset isn’t half bad! Keep cooking.
