How useful is rate-of-fire-mod? Also it's as rare as other modules.

It's not as rare. You can easily get it, unlike rate-of-fire-mod.

Because I had 1 point left in the character editor, and decided to give him an item worth 1 point. I chose rate of fire mode since it seemed like the rarest item of all these.
