And probably because whales evolved from terrestrial animals, they moved to the ocean and over the ages their hind legs completely dissapeared. Dorudon still had traces of them though, suggesting that whales are still evolving in its time.

That is because Dorudon is a basilosaurid. Basilosaurids have a body plan similar to a mosasaurus. When basilosaurus was first discovered, it was thought to be a mosasaur.
