That NPC is a Nuu, an alien species added by Maple 32, another mod I made.

This specific NPC's name is currently set as "Golek", I believe, and stands near the far left edge of the outpost.

Nuu look a lot closer to a star-nosed mole or an ugly bat than a dog. It is understandably hard to tell due to the terribly drawn sprite(I have never been good at drawing life), the big tusks, and the fact that one ear and is some of the face is rotted away, replaced by that machine thing.
