how about a hydrogen extraction plant from sea water? (and rivers?) then we just need to either a pipeline or a overland powerline to other settlements. Own settlements therefor having a central fusion generator. Maybe with diplomatic options to sell energy to allied tribs =)

There are a few mod added reactors I rely on heavily bc of this reason. Around mid game, areas of my map have solar fields crazy lol
