You can just download this via workshop, extract it and then edit however you need. That's all I done years ago.

As far is the licence is concerened you holding it from 2017. This was a much older version without your stuff implemented. This was upload in 2014 almost an entire 2 years before yours. Do you have proof you are the originial creator? This is an old version I fixed and modded for our use. Plain and simple. until Steam says otherwise you have no power over me.
