You can maximize size with the BOB mod.

If the traffic circle is large enough (Ex. St. Armands Circle - Sarasota, Florida) they can be a cool asset for a small commercial district.

A great asset but engineeral is right. Not something that should be encouraged. Maybe if it was a pedestrian street and round about, but then doing a roundabout is simply visual and design which is still good.

I am a professional traffic engineer. In traffic engineering we discourage people from going to the center of a roundabout, even to do their own plantings, because the traffic on the circle does not stop and drivers aren't looking for pedestrians crossing the circle. But on Cities Skylines, we all know it is just a game and this looks neat. On some real roundabouts the traffic authority will put plantings like good-size bushes and trees so drivers cannot see across the roundabout - this encourages slower circulation than a clear view. Maybe you could model one of those in addition to this effort.
