that folder into VoxelTycoon>Content>base>stores and go into any of those folders, the .citystorespawninfo files should be fine to open in a text editor like word, and all those files have a tier that in theory should change when cities start requesting those resources.
If you want more realistic city demands you can just edit the cityshopspawninfofiles manually.
Give undesired low tier ressources a very high tier and they don't show up.
