How do i get to the TRUE top of the citadel? (the end of the citadel) It's fully textured and everything, but i haven't found any ladders leading up there.

You're supposed to climb the citadel. That's really cool, I always loved the feeling of climbing big towers and making progress. I love climbing towers :) Towers.
