@PARAdoxiBLE
좋은 모드 추가 감사합니다

슬라이더 부분이 한글이 누락되어 있어 파일 보내드립니닷! :hardhat::highlvl:

Education doesn't affect Digital Divide, the implementation stays near zero even after a few turns.

@Adeptus Freemanicus Thanks for your info. I assumed the game would magically load EN localization in this case. Will address it in a few days.

Hey, just a tip for all your mods, add base game translations, even if you don't translate anything, this stop people using other base game languages from crashing.

@Mcguffin6 Currently, you can try improving Education, eradicating poverty, strengthening State Schools, or nationalizing telecom industry. Plus to that, upcoming changes will include more tools to combat Digital Divide, as mentioned in earlier comments.
MagicMcGuffin 6 Jul, 2022 @ 6:33am
How can you solve the digital divide?
Fem Phanic 28 Jun, 2022 @ 11:35pm
Alright, I understand where you are coming from and i'd be glad to see what you'll add

@Kitts It is true this mod makes Skills Shortage harder to solve but I haven't addressed it as the only downside of Skills Shortage is lower GDP, which directly reduces the situation. That's why I thought it is okay to leave its value in the middle of start-stop triggers. But I see that it might be way too difficult because of Digital Divide, which has few countermeasures and plays a considerably bigger role in Skills Shortage (+12% v. +3% at max intensity/slider). I'll try adding more measures effective against Digital Divide and see if Skills Shortage needs more adjustments.

I love this mod, but it makes the skill shortage a lot harder to deal with. I was thinking about how it could be balanced a bit, where you lower the Digital Administration's effect on skill shortage so it's neutral on database modernization, it has a negative effect when it's pen and paper, and so on and so forth. Do you think this would be freezable?

@FuntCase I agree that major taxes and micro policies shouldn't hold the same weight on bureaucracy. There already are two policies that has a visible link to it so expanding it further would be more realistic. I doubt if it would deter players from collecting more taxes though.
FuntCase 27 Jun, 2022 @ 11:06pm
This is great as the game desperately needed another way to combat bureaucracy - in my playthroughs I often found myself cancelling a lot of useful and fun 'micro policies' like Cycling Subsidies since bureaucracy seems to be influenced solely by the number of policies you have, and not the complexity of administering those policies themselves, which is unrealistic

In reality you should be able to reduce bureaucracy by simplifying taxes and welfare, for example, or by giving more power to trade unions to negotiate workers rights, instead of relying on top-down directives

Lol, goes to show just how many policy mods I have I guess. Unless something stronger comes around, this'll be my go to for bureaucracy.

@ArNiSk I see your point but this policy isn't intended to represent systems for central planning (like OGAS of USSR). It's mostly aimed at allowing access and, most importantly, cutting costs in terms of money & time by replacing state employees with computers. In that sense, I find it hard to believe that capitalists would oppose (or at least be uninterested in) a measure that will help cutting bureaucracy costs. Nonetheless, I'd like to mention that socialistic governments in D4 might benefit from this policy since they need to run more policies and might still want to avoid triggering bureaucracy.
PARAdoxiBLE  [author] 7 Jun, 2022 @ 9:39pm
@leion it should help you combat bureaucracy if you have made progress in the policy slider. -4.5%p might seem insignificant but that will allow you to run 15 more policies.
ArNiSk 7 Jun, 2022 @ 3:24pm
It's peculiar that it gives relationship boost to the Capitalists, although there were projects similar to this in USSR and Allende's Chile.
leion247 7 Jun, 2022 @ 12:45pm
I feel like this does almost nothing to combat Bureaucracy, which is my main problem. Love the policy though.
