When I start the game and try to change mod options all of the mods are gone. This problem is fixed when I undo what you said.
If there is a problem and I can fix it, then that might justifying reuploading the fixed version as a separate workshop item - assuming this mod is indeed orphaned.
1) Locate the folder where Steam puts workshop items.
2) From there navigate to ..\workshop\content\108600\2788428718\mods\vanilla_vehicle_enhancer_MI
3) there you should see a folder called "media" and some files. Create a second folder called "common".
4) **Copy** media and all fleefloating files into "common"
5) Create a folder called "42". Leave it empty.
Now the mod should work with build 42. For obvious reasons it will ignore all the vehicles that were only added in 42, like county-specific police variants and commercial vans/trucks, but civilian cars will get their textures enhanced.
I don't think an update will be forthcoming, unfortunately.
