Given the author seems to have been gone sometime and many of us really need a mod like this to enjoy the game now, I have made a very similar mod (same no supplies effect, but more variation in settlement building initial supplies provided). Link is below:

+1 for an update please. Was using a "No Tower" mod and came to realize I don't really dislike towers. I just dislike zombie towers.

this is a pretty good idea... i cant stand the respawning tower.. but if you have to place them at the start and if they die they are gone it makes perfect sense! Nice Job

This is absolutely the mod we need - settlement battles are the bane of WH3 and no part of them is more annoying than the stupid tower spam. Question: is this save game compatible?

Thanks for your mod, it will a great idea if you scale the supplis from the level of the citys.

Also add supplis from defenses buildings

@Tharnic I tested it out on my end with just this mod enabled and the supplies didn't increase for me on either major or minor settlement battles, if you hover over the supplies it will list your income per second and the sources, with this enabled it should just say Base Income: 0 and your supplies won't increase, which is true for the AI as well. If they do increase there's likely a mod conflict but should do what it's supposed to otherwise :) cheers!

@Ser Poutine thanks for the answer. I tried another mod as well that claims "Tower building only at the start". It leads to exactly the same results as yours.
I had one siege battle in a major settlement without walls (Village of the Tigermen, held by savage orcs), in which the AI did not rebult towers, just some barricades, so for some reasons your mod worked there.
Otherwise, I saw no changes with or without the mod activated.
I now downloaded a mod that makes tower building impossible, which of course affects the survival battles as well. But after playing those "epic" time wasting "battles" 5 times now, I autoresolve them anyway, thanks to the "auto resolve final battle" mod.
Thank you for trying to make the impossible possible.
Modders like you make games play worthy and I really appriciate the work you are doing for the community.

I took a look through all the files that use the tower keys and the only "fix" I can do aside from removing towers for AI and players alike by drastically increasing their cost (which as stated will also affect survival battles) I can do an update that increases the building time to 9999s for settlements only (again for player and AI) while leaving survival battles alone.

But to answer your first question, yes it's working as intended.

@Tharnic Every siege battle I've played so far it has worked yes. As the description states it only gives both the player and AI a base starting income tied to the settlement type. If I made it 0 the player wouldn't get anything either. After that's gone they don't get any more, but does mean they can build multiple cheap towers or walls whether it's right at the start of the battle (which 99% of the time I've seen them build a tier 3 tower, a tier 1 tower, and a wall or two) or in the middle of the fight if you only deploy on one side and the other slots would be of no use.

It's not physically possible for them to earn any additional supplies unless you have another mod below this in the order that modifies those numbers. My guess is they just saved some of their supplies from the start and built one later on in the battle after one was destroyed.

Are you sure this works as intended? Just fought a siege battle and the AI built 4 towers and 2 barricades during the battle. A funny game of whack-a-mole, just as before.

Forgot to change the settlement buildings to match the new values so they were conflicting with each other and only giving the base supplies amount but functioned as intended not giving additional supplies, just limited player to lower supplies amount as well.

Have updated supplies provided by settlement buildings

Minor Settlements: 2000
Major Settlements: 3000

Great Bastion remains untouched for now. Should be working as intended :)
