I had one siege battle in a major settlement without walls (Village of the Tigermen, held by savage orcs), in which the AI did not rebult towers, just some barricades, so for some reasons your mod worked there.
Otherwise, I saw no changes with or without the mod activated.
I now downloaded a mod that makes tower building impossible, which of course affects the survival battles as well. But after playing those "epic" time wasting "battles" 5 times now, I autoresolve them anyway, thanks to the "auto resolve final battle" mod.

Modders like you make games play worthy and I really appriciate the work you are doing for the community.
But to answer your first question, yes it's working as intended.
It's not physically possible for them to earn any additional supplies unless you have another mod below this in the order that modifies those numbers. My guess is they just saved some of their supplies from the start and built one later on in the battle after one was destroyed.
Have updated supplies provided by settlement buildings
Minor Settlements: 2000
Major Settlements: 3000
Great Bastion remains untouched for now. Should be working as intended :)
