I can add an extra set with whatever language you want, so long as it's one that exists in vanilla ck3. It's as easy as copying + pasting a file then using the "find and replace" function in the pasted file to change what comes after "language ="
Outside of that either use the Royalty DLC and hybridize with another culture to adopt its language or learn to mod yourself (hint: I'm completely okay with people publishing copies of this mod but with the cultures having different languages and things like that).
The reason I don't make there 21 cultures for every language, every style etc is just lag.

You can't change these in your culture if you don't have the royal court dlc, so I let players choose which their blank-slate culture starts with.

Made 2 sets of 21, one for Gaelic and one for Irish. It's super easy, like this took me less than 20 minutes, because I can copy and paste the files and then use the text replacement function to change all 21 of the cultures in that file in the same way at once, so feel free to request.
The only thing is that once there are too many cultures I'll probably split this into multiple smaller mods for anti-lag purposes.

They all appear mostly the same in the character creator.
I noticed when testing out what you said about Tales of Ireland that it removes the vanilla cultures. It's probably the same mechanism that gets rid of the blank cultures. After I'm done working on another mod I think I'll take a look at Tale's code and see if I can make a version of this mod for Tales of Ireland.

Doing a quick playtest cos I've been hearing bad things about one of my other mods (some idiot (me) forgot to make sure files were saved as the correct file type and gave CK3 a headache so extreme it got a stroke and died) and after that you'll get your peeps.

Names: English
Appearance: Norse
Clothing: Mongol
And maybe something related to Italian / Latin / Roman. 🤔
they're all slightly modified copy pastes of one another so not really. They all have turkic names, English clothing and English language.
That said I can make another 21 cultures with a different get-up, set of names or appearances by copy-pasting a file, opening that file and doing a mass text replace (very easily) so what appearance and names would you like your peeps to have?
