This mod removes that.
You'll be able to deal with public order as Skaven relatively easily if you play on normal. Just don't expand too quickly and focus a little on your infrastructure. :)
I usually don't ask to much to the TW modder community, and I don't know if you have the patience for it...
Could you create 2 mods ?
1/ Giving to all type of Lords of the game the trait besieger.
2/ Making that when an ennemy army occupy (or raze, etc) your settlement, that you get your money back if you were actually building something in it.
I got the initial corruption yesterday.
I made changes with mods but I don't think it comes from that. I think IE BETA made the job they got to do, hehe.

Can you test and start a new game and disable only this mod (and leave all others running) to see if you see a difference?
I started a few new campaigns in IE, and I can see that there is never initial corruption anywhere (I want it so), but I don't know if it's a choice from CA for IE, or if you recently made it like that ?
I'm just talking about initial corruption, not local populace mechanics.
Either way, you CAN use the mod in Immortal Empires.
