there is a community-made tool that lets you upload custom icons for workshop items:

but through the workshop in the game you can not upload the logo. if you download through the game, how do you download the logo?

you aren't meant to use the unity tool for skins anymore, there is a workshop tab in the game that acts as an importer for skins and as a place to download models
