From the description, I can see that you have a little trouble with scripting. I suggest you try learning HTML and CSS. Those are languages for web development and they are mostly just scripting. Try using https://www.sololearn.com/ to learn them. There's a massive community there of coders at all levels. From novice to expert. It's always possible to get help there. As for using more of papyrus, the language for Skyrim modding, I suggest looking at this forum post. It might help you with scripting too:

For the "Project Populate Skyrim: Gray Quarter in Windhelm" mod all you might include is:
2-3 NPC houses (MAYBE. If you're up to it)
5-8 more NPCs (specifically Dark Elves)
More lanterns (maybe?)
Rooftops addition
More clutter such as barrels, plants, lumberpiles, etc.
More objects in stores
Morrowind-ish feel
NO DLC REQUIRED
And if you could make it compatible with "Pit Fighters" mod (AMAZING MOD), that would be fantastic.
