This mod looks like it has great potential. I can imagine it would be amazing if there was an option of repopulating Winterhold back to becoming the capital city, if the player has sided with the Stormcloaks and thus depopulating Solitude and making that into more of a ghost town.

From the description, I can see that you have a little trouble with scripting. I suggest you try learning HTML and CSS. Those are languages for web development and they are mostly just scripting. Try using https://www.sololearn.com/ to learn them. There's a massive community there of coders at all levels. From novice to expert. It's always possible to get help there. As for using more of papyrus, the language for Skyrim modding, I suggest looking at this forum post. It might help you with scripting too:

https://forums.nexusmods.com/index.php?/topic/568938-want-learn-to-mod/

I've added this mod to my favorites as I look forward to see what it can become

Has that NPC bug been fixed?? Or...?
Yeazzal 4 Aug, 2015 @ 6:41pm
Cool, i wonder if you'll do the other cities too.
El Bucko  [author] 30 Nov, 2014 @ 9:11pm
@dabombster™ I had been thinking of this for a while aswell- it was actually the first thing I ever attempted to do in the Creation Kit. If ever created the mod I don't think it would be a "Rebuild Winterhold/Become Jarl" mod as I have stated I have no experience scripting and no contacts. I thought of creating the mod a while back and call it "The Prime of Winterhold" where the whole town would be recreated into a thriving city possibly even larger than Solitude/Whiterun like the collapse never happened in the first place.
El Bucko  [author] 30 Nov, 2014 @ 9:07pm
@♥PrincessLokem♥ I do not know if it will ever be "finished" as I have sort of slowed down on modding since I released this. My main ambition for this mod series was not to really touch on the major holds too much and create different diverse towns across the map. You can read about these in the PPS collection below the "Subscribe" button.
Spicy Boy 30 Nov, 2014 @ 10:03am
Sounds cool, when do you think this project (the whole populating the entire of skyrim) would be finished? Also, when you aren't working on the holds, could you maybe add some more villages to skyrim, as at the moment (correct me if i'm wrong) there are 4 and Helgen is burnt down anyway. Thanks
Kitsune Witch 22 Nov, 2014 @ 4:05am
so i went to the candlehearth hall to buy the house, no text boxs came up, i looked for help, saw this (actually read it) and i saw that you were working on it. still nice mod! can i make a reccomenation? that maybe to make an additional mod (really just a diff version) where you can rebuild winterhold yourself! (and be the jarl) it may be a bit unorignal, but i love building mods, like helgen reborn, (which has AMAZING voice acting, love pasties voice) i know that you may be have trouble with script, but maybe you could get someone to help? just rebuilding things is probably preaty complicated. well ive been blabbering on enough, so bye!!
john94 29 Oct, 2014 @ 12:00pm
looks like a great mod cant wait to test it out
El Bucko  [author] 8 Aug, 2014 @ 4:21am
@[D|G]<<_Spider_King_>> Im sorry man but I stated I'm not good with scripting and I just can't get the chat options and the giving of the keys to work. If you know anybody that could help me with this it would be great :)
Arakhnic 7 Aug, 2014 @ 2:10pm
I tried going to cnadle heart hall for the person that has the house for winterhold, but I couldn't find him? Is this a bug or is it leveled? (level 49) Or have you not made it yet.
pancakecowboy 7 Aug, 2014 @ 5:07am
@El Bucko Thank you so much for responding. I perfectly understand why you would want to stay away with the major cities, but this would only be one section/area of the city. You should check out a mod on the Steam Workshop by felroki called the Gray Quarter. Amazing mod, but if you look at the comments and FAQ many people complain about not having the Dragonborn DLC. If you just check out the mod and do something similiar to what he did excludidng the Dragonborn DLC parts, it would be simply fantastic. I really do hope I'm not asking for too much if you (hopefully) decide to do it. Again: only the Gray Quarter, not all of Windhelm becasue as you said, you want to stay away from major cities. Also the fact that there are close to no Windhelm mods such as this, except the mod by felroski, which was very successful. Anyway, that new town in the Rift project seems very interesting as well!! I'll be sure to check it out if it comes out. (: Thank you again.
El Bucko  [author] 6 Aug, 2014 @ 11:19pm
@theultimatesithlord To be honest I was hoping to stay a little away from the major cities as they are all pieced together perfectly and there is not much room for extra things. BUT I guess I could do something with Windhelm like you suggested. I am working on a different project atm- A new town in the Rift :)
pancakecowboy 6 Aug, 2014 @ 1:04pm
PLEASE READ ALL OF MY COMMENTS BELOW. THANK YOU.
pancakecowboy 6 Aug, 2014 @ 1:03pm
In this Winterhold mod, you add:
3 NPC Houses
Abandoned house- something nasty inside
Changed Locations of Inn and Longhouse
Large farm near Whistling Mine- Whistlingtrench Farm
Market Square
Ruins
Bookstore
6 NPCs in Winterhold- Including a follower and two merchants.
4 NPCs in Whistlingtrench Farm
A Book (how exciting)
1 Random Weapon- Dagger

For the "Project Populate Skyrim: Gray Quarter in Windhelm" mod all you might include is:

2-3 NPC houses (MAYBE. If you're up to it)
5-8 more NPCs (specifically Dark Elves)
More lanterns (maybe?)
Rooftops addition
More clutter such as barrels, plants, lumberpiles, etc.
More objects in stores
Morrowind-ish feel
NO DLC REQUIRED
And if you could make it compatible with "Pit Fighters" mod (AMAZING MOD), that would be fantastic.

Again, I am SURE that many many people would love this type of mod. Please take this into serious consideration. Thank you.
pancakecowboy 6 Aug, 2014 @ 1:03pm
Technically you could too all of Windhelm but that is a major task and Windhelm is already populated enough - unlike Winterhold (your mod fixes that. Yay). I know I'm ranting but if you could reply that would be amazing - I don't have much modding experience but if you wish I could even work with you on the mod that I'm describing, but I figure I'd just get in your way. TECHNICALLY this mod that I'm proposing would actually be LESS work.
pancakecowboy 6 Aug, 2014 @ 1:03pm
A few ideas - add more objects on the rooftops, add more objects in certain stores such as the New Gnisis Cornerclub and Sadris's used wares, about 5 - 8 more Dark Elves, MAYBE one or two more buildings (not physical buildings, doors to new buildings as there isn't space to physically create a new building), and that's pretty much it. This, is a good mod. The Gray Quarter in Windhelm would be a FANTASTIC mod. It really only needs more NPCs and objects - that shouldn't be TOO hard, should it? Please, please FOR THE LOVE OF GOD approach this project. It would NOT be a waste of time, literally SO MANY PEOPLE would download it.
pancakecowboy 6 Aug, 2014 @ 1:02pm
Please do this with the Gray Quarter!!!! I am very well aware that modding is a very difficult task and takes a lot of time so I hope I'm not asking for too much. Winterhold is supposed to be underpopulated, but you apporached it perfectly: More NPCs as well as a few more buildings/objects. This is truly a great mod. You may know that there are many, MANY huge fans to Morrowind. There is one Gray Quarter mod on the Steam Workshop, and it is truly great, BUT REQUIRES DRAGONBORN. Many people couldn't subscribe to that mod because of that. IF YOU DID WHAT YOU DID HERE - a few more Dark Elves as NPCs (since it's the Gray Quarter), added more objects and make it more populated/lively/interesting; I GUARENTEE that SO MANY people would download that mod. Of course, make it so that no DLC is required, that is one problem that many mods suffer from.
Malenka13 1 Aug, 2014 @ 9:41am
Ok, I'll wait because it's great mod :) And I know I am "Lord" but I am a girl exactly :D But that's OK byyye :D
El Bucko  [author] 31 Jul, 2014 @ 11:31pm
@Lord Leny sorry man that aint a bug i just haven't done it yet cause i ain't good with scripting :S
Malenka13 30 Jul, 2014 @ 7:22pm
I tried to buy that house from the guy in Windhelm (I have forgotten his full name... Let's call him RJ) but when I want to talk with him, he says just "What do you need?". Is that a bug or do I have to do something?
By the way - I like the new Winterhold. It's pretty :)
Ravynwynd 15 Jul, 2014 @ 9:37pm
Thumbs up.:) Nice work. Like the atmosphere you created. Thanks for sharing.
roebertaleguzzler 13 Jul, 2014 @ 3:55am
Blew my mind the new look, and even seeing the new ruins around the city! Awesome.
reverendsholiday 12 Jul, 2014 @ 9:50pm
It makes sense that after the war is over, that all the damaged towns and houses should be rebuilt, more populated and prospering:) Keep up the good work!
El Bucko  [author] 12 Jul, 2014 @ 12:45am
@Voodoo I think that may be part of the mod, as I have no barrels there.
Lucky Pistola 12 Jul, 2014 @ 12:43am
Well it may be that I use the Town and Village Enhancement mod on Steam Workshop that adds clutter and foliage to cities and towns. Unfortunately I do not recall where these floating objects were except one or two barrels that were to the left of the well in the center of town when facing the Jarls longhouse. The barrel(s) were next to the stone wall if I recall correctly near a building (possibly the town bookstore). Maybe someone who happens upon our comments can confirm or deny any floating objects. Sorry I am not able to help more friend but know this mod is a great one for sure and I appreciate your effort in it! :D

El Bucko  [author] 12 Jul, 2014 @ 12:33am
@Voodoo thanks! For the floating objects- you couldn't tell me where these are could you? I know where the floating rail-leaning marker is and have deleted it but I do not know of anything else. These are just remnants of where the inn and longhouse used to be so it is easy to clean them up.
Lucky Pistola 11 Jul, 2014 @ 10:31pm
I like the layout of this place, hope to see it finished soon. Despite the floating objects (which I just disable using console for now) it is a really nice touch to one of the most forgotten cities in Skyrim.
El Bucko  [author] 10 Jul, 2014 @ 8:48pm
@Really? I'll see if I can fix that. It may have something to do with Navmesh.
Nythamae 10 Jul, 2014 @ 8:02pm
I found a bug with the bookstore: NPCs (such as town guards and Meeko) don't move out of it once they are inside.
El Bucko  [author] 9 Jul, 2014 @ 7:46pm
@Brandave I said in the description that I just haven't finished the interiors for those houses. They will be finished soon.
Mysterious Pigeon 9 Jul, 2014 @ 11:54am
I would love to see Winterhold with some people in it. Like seriously!!!!!!
jellystoner 8 Jul, 2014 @ 8:35pm
Even though it is true that the reason winterhold is under populated because of a disaster, I still think that adding at least a few more people would be quite nice. I really do hope you follow through with you project.
Tiny Tony 8 Jul, 2014 @ 3:50pm
winter hold is unpopulated cause most of it is destroyed populating it would be nice
Narlington 8 Jul, 2014 @ 3:31pm
True that, soz, my bad :P
Dominus Logik 8 Jul, 2014 @ 2:27pm
i think it would be nice to see a mod that added new npc's with lore freindly names and they dont need to be able to be talked to to make it easy because modding is a bitch just to make the place seem busy.
Brandave 8 Jul, 2014 @ 2:17pm
@El Bucko Enjoyed this ALOT :D I put a review/sorta game vlog on my channel...Just saying because Im sure u would want some feedback and reviews XD Loved it..but can u fix the houses that sau "Open wooden door" and they open and close but nothing happens?
cache 8 Jul, 2014 @ 8:11am
an inn my bad
cache 8 Jul, 2014 @ 8:11am
Minor cities like Rokistead or Karthwasten should be modded to make it populate. Karthwasten needs an inn! I have iNeed mod and i had the stop there and i found out that there was no inn!!! Plz if you try Karthwasten add a inn there
cache 8 Jul, 2014 @ 8:08am
@El Bucko I dont think you should have it did it to Winterhold. Minor cities like Rorikstead or Karthwasten.
El Bucko  [author] 8 Jul, 2014 @ 6:52am
@Erunai I guess, but like some other people pointed out, Skyrim is meant to be in the middle of a war, so I guess that turns many people off the idea of going to the college, and also since the great collapse the college's reputation has declined. The amount of people in the college is alright when scaled with the rest of the game. Mages are not going to be in the city as there is limited room and they do not want to be harassed by the locals.
El Bucko  [author] 8 Jul, 2014 @ 6:48am
@Talon Thanks :)
Talon 8 Jul, 2014 @ 6:41am
I like this! :D:
Narlington 8 Jul, 2014 @ 1:55am
I'm not criticising when i say this, but winterhold shouldn't be as unpopulated as it should be, because of the colledge of winterhold. Don't get me wronge, I understand that they should be in the colledge if they're students there, but many people would haft to stay in winterhold if they are looking to join the colledge because they may either fail and be waiting for a carriage to come along and pick them up, or they may be aspiring mages, so on. This isn't a complaint, so sorry if you think it was, just giving you a tip :P
El Bucko  [author] 8 Jul, 2014 @ 1:12am
@Xaiphos Is all well now? I don't think this mod should really affect the game like you are describing. It may be caused by something else.
El Bucko  [author] 8 Jul, 2014 @ 1:07am
@ToolPackinMama no sorry. The bridge is still broken from the Great Collapse- I am sticking to the lore.
