Exactly like You said, there's no tool (as far as I know) dedicated to make mods in paradox games. You can find local version of downloaded mods in
[your driver]\SteamLibrary\steamapps\workshop\content\281990\[mod ID]

281990 stands for stellaris app ID, I'm not sure what ID of my mod (because I don't have stellaris installed rn) but probably it's 1708774548

How exactly do I use your mod as a template? Do I just replace stuff using your mods as a base and writing over it? I'm more use to modding with mod tools like skyrim creation kit for example.

Unfortunately not but if You really want to make your own mod then download my advisor and use it as template, advisors are actually very easy to make just experiment with it and You will eventaully make one, my mod for example was purely made by trail and error.
Though most frustrating thing is making voicelines, you have to extract and modify them from somewhere (or record your own) and if you want to make superb mod there should be more than one voiceline for specific action.

Works with every version of game even if game says that "mod is outdated"

Thank you for bringing this bug to my attention, and my apologies for the delayed response - I was away from home at the time. It appears that this bug has been present in the mod since its launch, which is quite interesting, given that I didn't notice it during the testing phase. 'notification_hostile_station_engaged' appears to be broken as whenever I attack an enemy station I get the stock 'notification_alien_empire_communication_01' from base advisor set played at high volume. Curious if anyone has any workarounds or also experiencing this?

In Stellaris there's a "clicking" sound when you move your ships (if I remember correctly) so I've just overwritten these sounds with hlc_move01-10.
I can't tell you exactly where and how I did that because I don't remember the code but in theory that's how it's done.

I know you havent posted here in forever, but I was wondering how you got the ships to make those sounds when they moved? I wanted to make an advisor mod with a large amount of voice lines, even ones not standard, and this seems to be the only mod that does that with "hlc_move01-10"

Keep trying zil, you will eventually make a fine advisor mod. Remember that half life advisor is just my first mod and I've also made many mistakes that you cant avoid when doing it - it's just how it is. Good luck and thank you for your kind words <3

using your mod now. i tried to make my own advisor mod but it was lame. but this mod works and fits the roleplay and realism atmosphere i like to do when playing stellaris. so thanks for making dis mod. i will try to put a sticker on this mod if i have any points.

These files are exported from gmod mainly because I don't own hl2 at this steam account.
By "modified manually in audio software" I mean that not every voiceline you can hear when using Combine Advisor is "just cut" from hl2, these files are modified - for example:
"Document investigated" is made by taking "Document" and "Investigate" and then using other word that is ending with "ed" and trying to converge this so it fit.
"Research unit" is another example, there is no such word spoken in hl2 like "research" - it is word "search" and part of other word with "re" that has been cut and converged into one.

Too bad. Will be better import files from HL2 directly, not only gm. All files always have their names in english, so barrier not so big problem here. What do you mean by "modified manually in audio software"? All files already cut and have .wav extension. What else needed?

This may be problematic, sounds that I use were exported from gmod files and I didn't see there other langauges than english (probably because I have EU version of game or smh.) and even if I would find this, I would still have language barrier problems by myself. Another problem is that the most lines that you can find inside Combine Advisor are manually modified in audio software so I need not only to know; from where to get other langauge files but also translating and again modiyfing - it's basically too much for myself, it requires from me at least basics of understanding these langauges not even to mention about the rest of things.
