Exactly like You said, there's no tool (as far as I know) dedicated to make mods in paradox games. You can find local version of downloaded mods in
[your driver]\SteamLibrary\steamapps\workshop\content\281990\[mod ID]
281990 stands for stellaris app ID, I'm not sure what ID of my mod (because I don't have stellaris installed rn) but probably it's 1708774548

Though most frustrating thing is making voicelines, you have to extract and modify them from somewhere (or record your own) and if you want to make superb mod there should be more than one voiceline for specific action.

Thank you for bringing this bug to my attention, and my apologies for the delayed response - I was away from home at the time. It appears that this bug has been present in the mod since its launch, which is quite interesting, given that I didn't notice it during the testing phase. Thanks to your report, the bug has now been fixed. If you're interested in the latest mod update, please check out the changelog section.
I can't tell you exactly where and how I did that because I don't remember the code but in theory that's how it's done.

By "modified manually in audio software" I mean that not every voiceline you can hear when using Combine Advisor is "just cut" from hl2, these files are modified - for example:
"Document investigated" is made by taking "Document" and "Investigate" and then using other word that is ending with "ed" and trying to converge this so it fit.
"Research unit" is another example, there is no such word spoken in hl2 like "research" - it is word "search" and part of other word with "re" that has been cut and converged into one.
