Very late on getting back to this, but it does in fact spawn in the Shinobi Thieves shop. It's just rare.

The crafting time depends on coverage, I don't think you can actually edit that, the more parts it covers the longer it takes to craft, that's why turtleneck take forever in vanilla. Correct me if I'm wrong

Not sure on why the mod author made the crafting time that duration. I left everything as he made it besides assigning the blueprint to a crafting station which he forgot to do.

It should still work as the original mod hasn't received any updates since this was uploaded. The issue with the blueprint is that it could spawn, but the mod author forgot to assign it to a crafting table, so it wouldn't show up as craftable after unlocking it. The spawn chance is particularly low so it's most likely bad RNG.

Best thing to do is base near a couple cities with a Shinobi shop and check them daily. Having a mod that increases the amount of blueprints that show in shops would also help make the grind less tedious.

I'll give the game a reinstall once I've got some spare time on my end to verify everything is in working order as well.

i cant find the blueprint i use to find it and buy it but i can no longer find ive looked for it a long time at thieves towers

I think I misread, disregard previous post. Is it that you cannot find the blueprint item, or that it is not showing up in the clothing crafting bench after using the blueprint?
