There are other Soldier hats that also cover his head completely, and yet they are seen as fine? I'm a bit confused as the sentiment for this needing to be Halloween exclusive based solely on those terms, since, if that's the case a lot of other hats would also meet the same fate.

It's pretty cool, but I agree that it should be Halloween restricted. I don't like how it covers all of Soldier's head like that.

I can see that the face plate bolts can be open can you make a style that the face plate can get open, just a idea.
