If you are hosting server like:

class Mission1
{
template = "Antistasi_Plus_Scion_Conflict.panthera3"; // Filename of pbo in MPMissions folder
difficulty = "Custom"; // "Recruit", "Regular", "Veteran", "Custom"
};

};

then it will open automatically

yep antistasis is build for multiplayer nor single player
