After the first month of starting a fresh game, city districts disappear
And yeah this is after the nov 1 fix you mentioned
hive and machine worlds(havent checked but most likely it does) have 2 generator districts.
district_generator_gaia shouldnt have
uses_district_set = hive_world
uses_district_set = machine_world
just delete them and hive and machine will use uncapped district.
if you pick the subterranean origin, it will get rid of your mining districts because its at the bottom. if you pick the sky dragon origin, it will get rid of your agri district because its at the bottom.
this is at the very beginning of the game, within the first few days. hope this gets fixed soon. good luck to you and have a nice day.
I humbly suggest though, that uncapping all districts doesn't sit right with the concept. The Gaia world is "Gaia" because it is somehow magically perfect for any organic species and it's name implies that the natural environment is beyond beautiful. So I object to it being capable of hosting any number of industrial/mining districts (because that would pretty much ruin the whole "Gaia" aspect).
Instead I would propose:
Uncapped Food Districts
Unity Production and Trade Value bonuses to City district (or perhaps a custom district).
Very large bonuses for Crime/Stability/Amenities.
