Like if it was an older one with a Power Level of 1-3, it would be using the now not-changed Covert Action stat bonus ... the newer ones should have a PowerLevel of 10-30 and be using a non-intrusive stat bonus
It seems that the 15 hack bonus has been misnamed: it's called superior when in fact it's a basic one, I suspect.
I'm unable to replicate your results though :(
Gave myself 10 PCS by console commands, results were all as expected, between 35-40

Either way, it doesn't seem right to me.
12 is a bit of an odd number though.. it should still be between 20-25 (basic), 25-35 (advanced) and 35-40 (superior)

I have no intention of porting this version to vanilla, keeping both SDK's on my HDD is just too much space. Sorry :(
The fact that tied the Covert Action stat gains to the same thing as PCS' is a bit frustrating though. As it means no one can really adjust either without affecting the other, which is a pain!!
I mean I could just move this mod away from using those and have a 'manual' setup.. but then these won't be as random as other PCS' .. I'll consider it.
I don't honestly see a boosted Covert Action stat value for hacking as much of an issue anyway, hacking is possibly the worse thing they implemented as RNG with obscured player information.
However I can't find where it sets the power level for the Covert Action boost, so feel free to play with the numbers of the level4 bonus, because the PCS' only use the level1-3 bonus.
Unfortunately I just don't have the spare time IRL to test and generate 100's of Covert Actions to confirm what boost level is used. - I'll note this as a known issue for now and come back to it when I have a chance :)

And nope, no drawbacks to using it. The only real "drawback" is using up the PCS slot.
Costs are config editable though, so you could in theory give it a 5turn cooldown, or 1 charge/mission.
Definitely NOT intended. I will investigate when I get a chance too :)
